GAUTENG GOVERNMENT LAUNCHES DIGITAL PLATFORM TO ADDRESS DELAYS IN SOCIAL INFRASTRUCTURE DELIVERY

The Gauteng MEC for Infrastructure Development and Cooperative Governance and Traditional Affairs,  Jacob Mamabolo, has officially launched the Infrastructure Delivery Platform (IDEP), a key online solution aimed at addressing delays in the completion and delivery of critical social infrastructure projects in the province.

The department is an implementing agent and is responsible for the construction of critical social infrastructure projects such as schools, libraries, clinics, community centres, hospitals and more.

 The department also used the launch to officially release, for the first time, its infrastructure portfolio performance data captured on the platform.

According to the newly released data, the department is managing a vast portfolio consisting of 427 infrastructure projects estimated to cost R22 billion. A total of 221 projects are listed as best performing and currently being delivered on schedule. About 118 projects are listed as distressed and an additional 88 is categorized as not performing satisfactory.

“The 88 distressed infrastructure projects are those that have missed more than two completion deadlines, including abandoned projects where contracts have been terminated. Key major reasons identified for poor project delivery include poor contractor performance as well as cash-flow challenges.

“The additional 88 projects need more attention and close monitoring to turn them into our best performers. If nothing is done, they will soon sleep into the distressed category,” commented MEC Jacob Mamabolo during the launch. ”

 Mamabolo indicated that the process of finally confirming the total infrastructure portfolio was made possible by the new iDEP platform due to its ecosystem capabilities responsible for integrating construction technology solutions as well as data generated by all Project Managers across the department.

 He emphasised that the iDEP system will, for the first time, enable the department to be transparent and accountable about how it manages the performance of its infrastructure portfolio. This platform ensures a “single source of truth” for managing and sharing project performance information, providing real-time, reliable data throughout the project lifecycle. With this new online platform, decision-making is now data-driven and happens in real-time, ensuring that project delivery is continuously monitored, payments are processed faster, and challenges are addressed swiftly.

“Data transparency will ensure that infrastructure projects are delivered on time, within budget, and to the highest quality standards,” added  Mamabolo.

Hosted at Lutsinga Infrastructure House, the departmental technology nerve centre, IDEP represents a significant step towards modernising and automating the project delivery pipeline by leveraging smart technologies, enhancing transparency, and improving accountability. The launch of IDEP forms part of DID’s “Getting the Basics Right” strategy, which focuses on improving project management delivery.
