CITY OF JOBURG COMMENCES DEVELOPMENT OF E-HAILING MANAGEMENT POLICY

The Johannesburg Development Agency (JDA), on behalf of the City of Johannesburg Transport Department, has officially commenced the development of an E-Hailing Management Policy for Johannesburg.

Why the Policy Matters​

The policy seeks to align e-hailing operations with the City’s broader urban and transport development objectives as set out in:


E-hailing, which uses mobile applications to connect passengers with drivers in real time, has transformed urban mobility by providing:

  • Convenient, efficient, and tech-enabled alternatives to traditional metered taxis
  • Positive contributions to economic growth
  • Job creation by enabling new business models for transport and delivery

However, the rapid growth of e-hailing has also presented challenges.

The CoJ E-Hailing Management Policy aims to provide a clear framework to manage these services in a way that is:

  • Inclusive
  • Sustainable
  • Integrated with the city’s transport system

The policy will also include scooter-based delivery services such as:

  • ​​Uber Eats
  • Mr D
  • Checkers Sixty60

​Key Development Areas


To guide the city-wide policy, the development will focus on activity-rich urban nodes where e-hailing demand is particularly high:

  • Sandton CBD
  • Rosebank CBD
  • Randburg CBD
  • Johannesburg Inner City Core
  • Soweto (Maponya Mall and Jabulani Mall precincts)
  • Cresta Mall
  • Mall of the South

Project Phases

The draft policy will be developed in two distinct phases over 18 months:

  • ​Phase 1: Status Quo Assessment of E-Hailing Services in Johannesburg
  • Phase 2: Development of the Draft E-Hailing Management Policy

Public Engagement and Participation

Stakeholder involvement is a central component of this project.

The JDA and CoJ Transport Department will be hosting three rounds of public and stakeholder engagements, inviting:

  • ​Residents
  • E-hailing drivers
  • Industry operators
  • Commuters
  • Businesses
  • Other interested parties

“We encourage all interested and affected stakeholders to share their experiences – both the challenges and the benefits – to ensure the policy is inclusive and responsive to Johannesburg’s mobility needs,” said Mr Themba Mathibe, Chief Executive Officer of the Johannesburg Development Agency.
