CITY POWER EXTENDS ELECTRICITY ACCESS TO UPHOLD HUMAN RIGHTS

Amid Johannesburg’s rapid informal settlement growth, City Power is making significant progress in expanding electricity access. As South Africa marks Human Rights Month, the utility remains committed to upholding residents’ dignity, having surpassed its target for connecting unelectrified households.


While the Constitution does not explicitly list electricity as a human right, the South African Human Rights Commission recognises that its absence undermines other rights—including dignity, housing, water, and healthcare.

Despite resource constraints, City Power continues electrifying informal settlements to advance socio-economic development.


In 2023/24, City Power electrified 2 675 households—exceeding its 2 500-target—in areas such as Amarasta (Alexandra), Slovo Park, and Kliptown.


“We are advancing electrification through conventional and alternative energy solutions,” said CEO Tshifularo Mashava. “Our microgrids empower communities, protect rights, and foster a sustainable Johannesburg.”

Upcoming projects include:

  • The Shalazile Microgrid (Denver), powering 273 households affected by the Usindiso fire, launching soon.
  • The Vukani Microgrid (Alexandra), providing solar energy to 795 households.
  • The View and Vlakfontein microgrids, 70% and 60% complete, respectively, set for completion before winter.


These initiatives address illegal connections, which endanger lives and strain infrastructure. Microgrids offer a safer, sustainable alternative, as demonstrated by Amarasta’s success.


Conventional projects are also underway, with 1 390 households being connected in George Goch and 1 385 in Jumpas by December.

“With over 300 informal settlements, demand outstrips resources,” Mashava noted. “Yet, we remain focused on delivering affordable electricity to drive development.”
