The City of Johannesburg has officially reappointed Dr Floyd Warren Brink as City Manager — a familiar and respected figure known for his professionalism, dedication, and commitment to service delivery.
Back at the helm, Dr Brink is set to hit the ground running, bringing renewed energy and focus to the City’s mission of building a Johannesburg that works for all its residents.
Dr Brink holds an MBA from Mancosa, a Bachelor of Commerce in Financial Management from the University of the Free State, and a National Diploma in Engineering. Most recently, he earned his PhD, underscoring his dedication to continuous learning and professional growth.
With more than 22 years of experience, including 16 years in senior leadership roles, Dr Brink brings a rare blend of technical expertise and strategic leadership to the position. His strong background in financial management, engineering, and business administration uniquely equips him to steer the City towards sustainable growth and improved service delivery.

His vision, energy, and commitment to service excellence will help us realise our goal of creating a vibrant, resilient, and inclusive Johannesburg,” said Cllr Nkosephayo Zungu, MMC for Corporate and Shared Services.
As City Manager, Dr Brink’s immediate priorities include strengthening service delivery, preparing the city for the upcoming G20 and driving economic growth, and ensuring that community needs remain central to the City’s agenda.
The City of Johannesburg has expressed confidence in his leadership, welcoming him back to lead efforts that will ensure Johannesburg continues to grow, thrive, and deliver for all who call it home.
