The City of Johannesburg reviews tariffs annually to implement an increase by a determined percentage in line with budget guidelines. These equitable and affordable increments contribute to the running of the City and ensure continuous service provision to all City customers for municipal services such as property rates, waste removal, electricity, water, and sewer.

City of Johannesburg residents can also access Free Basic Services (FBS) through the Expanded Social Package (ESP).
The Expanded Social Package is a basket of services which the City allocates to citizens based on their level of need. It includes property-based benefits and rebates on water and electricity and expands to include social referrals via social service interventions and skills development.
The programme targets vulnerable residents in the City such as:
• Senior citizens
• Women and children
• The unemployed
• Youth
• Persons with disabilities
• Displaced persons
• Military veterans
Interventions available to qualifying citizens are:
Rebates on municipal services such as rates, refuse, sewer, water and electricity
Social work intervention, home visitation for frail and bed ridden clients/telephonic assessments, food parcels, skills development training and other interventions.
