MEC of Finance Jacob Mamabolo says the Gauteng Provincial Treasury (GPT) has appointed ten (10) technical advisors and is in the process of deploying them to various municipalities as part of efforts to enhance financial management capacity in local government.
MEC Mamabolo said this development forms part of Provincial Treasury’s Municipal Finance Hands-on Support Programme (MFHSP) to municipalities and will go a long way in addressing the financial management and financial reporting capacity challenges in local government.
“I expect these advisors to help us close the gaps and resolve some of the recurring financial problems in our municipalities,” he said.
Out of the ten appointed advisors, two of them provide support in the implementation of the Municipal Standard Chart of Accounts (mSCOA) for Sedibeng and West Rand regions respectively.
The remaining eight (8) advisors are earmarked for providing technical support to municipalities in the areas of Budgeting, Revenue and Expenditure Management, Supply Chain Management, Asset Management, Accounting and Audit Services.
The mSCOA advisors resumed work on 01 September 2022, while three (3) technical advisors started in December 2022/January 2023 and they were placed in the following municipalities: Emfuleni Local Municipality, Rand West City Local Municipality and Mogale City Local Municipality.
The Department is currently finalising the placement of the five (5) remaining technical advisors, and they will be placed in Midvaal Local Municipality, Lesedi Local Municipality, Merafong City Local Municipality, Sedibeng District Municipality and West Rand District Municipality. It is envisaged that the placement of these advisors will be finalised during the first quarter of this financial year.
