Mehluli Nhlengethwa, recently appointed as the Operations Manager: Strategic Support in the Office of the Chief Executive Officer (CEO) at the Johannesburg Roads Agency (JRA), brings a wealth of experience, strong leadership, and a refined approach to his role.
Tasked with enhancing operational efficiency within the JRA’s apex office, Mehluli will support the CEO by streamlining day-to-day operations, driving innovative process improvements, and fostering collaborative initiatives across diverse teams.

His mission extends beyond operational efficiency. He is determined to ensure that the Office of the CEO not only promotes productivity but also reflects the core values of the JRA.
“I believe that collaboration with key stakeholders is pivotal in achieving the best results,” he explains. “My focus is on compiling an integrated budget for the JRA while driving improvement initiatives across teams, projects, and departments to deliver measurable business benefits through staff development.”
Mehluli brings a solid foundation of leadership and strategic expertise to the JRA. His career includes prominent roles in both the public and private sectors, where he gained extensive experience in financial management and municipal operations.
He served as Financial Manager at the Joburg Property Company, where he successfully managed complex financial operations. He has also held interim roles as Acting Director of Financial Services and Acting Municipal Manager at the Central Karoo District Municipality, as well as Acting Director of Financial Services at the Beaufort West Municipality.
Earlier in his career, Mehluli honed his skills as an Internal Audit Consultant at PricewaterhouseCoopers, which laid the foundation for his comprehensive understanding of organisational growth and financial oversight.
Mehluli’s academic credentials underpin his professional accomplishments. He holds a BCom in Internal Audit and a BCom Honours from the prestigious University of Pretoria, complemented by certificates in the Management Advanced Programme and Municipal Financial Management from Wits Business School, among other notable qualifications.
Mehluli is committed to aligning long-term strategies with the organisation’s objectives. He plans to integrate key departments such as finance, human resources, and marketing into cohesive strategy management frameworks to bolster the JRA’s impact.
