The City of Johannesburg Council has given the green light to the budget for the upcoming financial year (2024/25). Themed “An Inclusive Budget that Leaves No One Behind”, this budget aligns with the City’s Integrated Development Plan (IDP) goals, reflecting a strong commitment to social inclusion. Resident feedback during IDP consultations emphasised the importance of leaving no one behind, and this budget is a direct response to those concerns.
Budget Breakdown and Priorities
Both Operating Expenditure (Opex) and Capital Expenditure (Capex) were successfully approved at the 26th Extraordinary Council Meeting held today, 22 May 2024. The budget passed with a significant majority, receiving 145 votes in favour and only 10 against.
The total budget for the 2024/25 financial year is a substantial R83.1 billion. Finance Member of the Mayoral Committee, Councillor Dada Morero, outlined the budget breakdown on Tuesday 14 May during his budget speech.
Recognising Johannesburg’s current challenges, the City remains committed to ongoing investment in infrastructure upgrades and replacements to better serve residents’ needs. Ageing bulk infrastructure systems have struggled to keep pace with demand, exacerbated by load shedding and budgetary limitations in recent years.
MMC Morero said the City had to make tough choices to ensure that the budget aligns with the priorities outlined in the IDP. “To systematically address these challenges, difficult choices and trade-off had to be made to ensure that the budget priorities and investments in City’s IDP programmes drive revenue improvement, curb leakages, whilst being mindful of the developmental needs in Johannesburg.”
He added that “investments will drive revenue growth, curb leakages, and address the developmental needs of our citizens”.
This budget allocates R75.7 billion to Operating Expenditure and R7.4 billion to Capital Expenditure. In the coming days, the City will detail specific programmes and projects funded by this budget.
